COP15: WHAT'S NEXT FOR BUSINESS?
Breakfast Meeting and Panel Discussion
Join with the Hong Kong Business Coalition on the Environment (BCE),
InterCham, Hong Kong General Chamber of Commerce and Civic Exchange at
this Post-COP15 breakfast session on Thursday, 28 January 2010. This
session will take the form of an address by Mr Simon Reddy, Executive
Director of C40 Large Cities Climate Leadership Group focusing on the
way forward for global efforts in managing climate change. The second
part of this important session will be a panel discussion with Hong Kong
delegates who were at the COP15 meeting in December 2009.
Panel Moderator is Christine Loh, Chief Executive, Civic Exchange and
she will be joined by Dr Jeanne Ng, Environmental Director – Group
Affairs, CLP Holdings and Dr Glenn Frommer, Head of Sustainability, MTR
Corporation to share insights on possible directions for Hong Kong in
carbon reduction and developing a low carbon economy.
Despite the lack of a binding global carbon framework at COP15, global
and local efforts are continuing on finding a more satisfactory solution
for managing climate change. Through this session, the BCE aims to forge
common understanding and unite supporters in the call for actions by the
government and stakeholders.

An Evening with Tony Alexander
NZCCHK and NZTE join to present a cocktail evening
featuring a presentation by guest Tony Alexander, Chief Economist at the
Bank of New Zealand in Wellington. Tony travels throughout New Zealand,
and parts of the world, making numerous presentations on the New Zealand
economy. He writes a number of magazine and newspaper columns, as well

Minister of Finance, Hon. Bill English, will talk about how New Zealand
has emerged from its worst recession in threedecades - expanding for the
first time in six quarters on rising consumer spending and increased
exports. He will outline his roadmap towards economic recovery in the
months and years ahead. New Zealand’s growing relations with Hong Kong
SAR and China are an important element. New Zealand can do better than
just “muddle through” and Hon. Bill English will explain the Kiwi
approach - starting with rebalancing the economy around exports and
investment and managing government spending.
Hon. Bill English was first elected to Parliament in 1990 as MP for
Wallace, a large, rural electorate covering the deep south-west of New
Zealand. He completed a Bachelor of Commerce degree at Otago
University, followed by a Bachelor of Arts (Hons) in English Literature
at Victoria University in Wellington. Hon. Bill English has previously
held a number of ministerial posts including education, health, revenue
and finance and he was leader of the National Party from October 2001 to
October 2003. In November 2008 he was appointed Deputy Prime Minister,
Minister of Finance and Minister for Infrastructure in a new
National-led government.

Fraud and Corruption - The Real Deal
in Asia
with Steve Vickers, President and Chief Executive Officer, FTI-International
Risk

Steve Vickers, President and CEO of FTI-International Risk, will speak
on the current risk situation of doing business in Asia, based on his
extensive experience in handling corporate crises, corruption and sudden
changes in Asian government policies. Steve will also address other
factors which can impact the economic situation, as well as some
alarming issues such as the rise of terrorism in South Asia. With over
30 years in Asia including 18 years experience in the risk mitigation
field, Steve has led numerous sensitive business intelligence projects,
political risk assessments, major financial investigations, kidnap and
ransom resolutions and risk management assignments. Steve previously
spent 18 years with the Royal Hong Kong Police and commanded the
Criminal Intelligence Bureau. In 2002, Steve led a Management Buy-Out
from a "Big Four" accounting firm and formed FTI-International Risk,
which became part of New York Stock Exchange (NYSE) listed FTI
Consulting Inc. in July 2006.

China Relations”

Franklin L. Lavin, Chairman of the Public Affairs
Practice for Edelman Asia Pacific
Organised by the Norwegian Chamber of Commerce,

Many observers believe that the history of the 21st century will be
determined by how the United States and China get along. What are the
prospects for cooperation or friction between these two Pacific powers?
Will China's economic growth propel it into geopolitical competition
with the U.S.? Will the differences in political systems and cultures
point to a clash? Long-time China hand and former senior government
official, Franklin Lavin, will offer his views on these topics and take
questions.
Frank Lavin serves as Chairman of the Public Affairs Practice for
Edelman Asia Pacific, the world’s largest independent public relations
firm. Lavin has spent most of his professional life in senior business
and government positions involving China and broader Asia issues. He
formerly served as Managing Director and COO of Cushman & Wakefield
Investors Asia, responsible for the firm’s private equity business and
investor relations. Lavin previously served as Under Secretary for
International Trade at the U.S. Department of Commerce. In this
capacity, Lavin served as lead trade negotiator for both China and India
and was the senior policy official in the Department responsible for
commercial policy, export promotion, and trade negotiations across the
globe.
Lavin was U.S. Ambassador to the Republic of Singapore from 2001-05,
where his duties included helping negotiate the landmark U.S.-Singapore
Free Trade Agreement. From 1996 to 2001, he worked in Hong Kong and
Singapore in senior banking and management positions at Citibank and
Bank of America. He served as Deputy Assistant Secretary of Commerce for
Asia and the Pacific during the George H.W. Bush Administration, with
responsibilities for commercial policy, trade negotiations and assisting
U.S. companies with market access.
In the Reagan Administration, Lavin served in the White House as
Director of the Office of Political Affairs and on the National Security
Council staff. Other government service includes staff positions at the
White House and the U.S. Department of State. Lavin earned a B.S. from
the School of Foreign Service at Georgetown University; a M.S. in
Chinese Language from Georgetown University; a M.A. in International
Relations and International Economics from the School of Advanced
International Studies at the Johns Hopkins University; and a M.B.A. in
Finance at the Wharton School at the University of Pennsylvania.
He has been published in The New York Times, The Washington Post, The
Wall Street Journal, Foreign Affairs, Foreign Policy, and other
periodicals. He currently serves on the Board of Directors of Globe
Specialty Metals (www.glbsm.com),
the world’s largest producer of silicon metal alloys, and on the Board
of Directors of Consistel (www.consistel.com),
the largest telecommunications firm for in-building services in
Southeast Asia. He is also Chairman of the Steering Committee of the
Shanghai 2010 World Expo USA Pavilion (www.USAPavilion2010.com).
A native of Canton, Ohio, he served as a Lieutenant Commander in the
U.S. Naval Reserves. He and his wife have three children.

set to becoming the Hub of Design in Hong Kong, and since its
establishment in November 2006, a cluster of master designers and new
start-up companies have already moved into InnoCentre as tenants and
incubatees.

consecutive half days 4, 5 & 16, 17 June 2009 a select number of tenants
and incubatees will open their doors to visit their offices and view
their design works. The occasion will be both informal and fun, whereby
you and friends will be able to interact with the designers and team at
their work places.

designers are from a wide array of design specialties from local Hong
Kong & overseas, to name a few: Product design; Fashion design;
Jewellery design; Visual and Media Arts; Interior Design; and

Lunch seminar : “The New Silk Road” by Ben Simpfendorfer

The global economy faces its greatest crisis in over a century. Today’s
events will result in changes unimaginable a few years ago. Most
importantly, the East is rising to challenge the economic-dominance of
the West.
BEN SIMPFENDORFER is currently the Chief China Economist at the Royal
Bank of Scotland in Hong Kong and was previously the Senior China
economist at JPMorgan in Hong Kong. He has lived in Beirut, Damascus,
Beijing, and Hong Kong where he writes for the foreign business and
investment community. He appears regularly on Bloomberg and CNBC and is
quoted in such major publications as the Financial Times and The New
York Times. Mr. Simpfendorfer speaks Arabic and Chinese and has spent
fifteen years reading local newspapers, speaking with the everyday
person on the streets of Beirut to Beijing, and assessing economic data
from the two regions. He has immersed himself in the two cultures and
has personally observed many of the watershed events that have unfolded
in the Arab world and China during that time.
He is one of the world’s leading experts on relations between China and
the Middle East. He speaks Mandarin Chinese and Syrian Arabic. Every
year he travels thousands of kilometres to meet with a wide range of
individuals, from senior officials in Beijing to local traders in Cairo.
He reads media ranging from Chinese-language blogs to Arabic-language
newspapers in order to examine the changes taking place in the Silk Road
economies. His book, The New Silk Road, offers an unparalleled view of a
rising Arab world and its strengthening relations with China.
Mr. Simpfendorfer will speak about the rise of the $10,000 billion Silk
Road economy. He will address the rapid development of trade and
investment links between China and the Middle East. He will examine the
importance of oil and Islam to the Silk Road economy, and will address
how the region’s investors are increasingly looking east. He will also
explore what the Silk Road economy will look like in a decade from now,

Zhuhai Gaolan
Port Economic Zone is based on Gaolan port, the principal part
of Zhuhai port and one of China’s main coastal hub ports. The
development targets of Gaolan Port Economic Zone are to become
China’s major coastal hub port as well as the heavy industrial
and chemical industrial base of Guangdong. Gaolan Port Economic
Zone has absorbed 220 enterprises from more than 10 countries
and regions including world renowned enterprises such as BP,
Royal Dutch/Shell, Altana AG, PetroChina Ing.,
Hutchison-Whampoa, Cnooc, Sinochem and Chevron Texaco among

The first phase of the project, with an installed generating
capacity of 24.8 megawatts, is priced at RMB198m. By 2009, the

Annual General Meeting 2009
Notice is given that the 2009 Annual General Meeting of the New Zealand
Chamber of Commerce in Hong Kong will be held at New Zealand Focus, 1/F,
Island Building, 439-445 Hennessy Road, Causeway Bay, Hong Kong at
6:30pm on Wednesday 22 April 2009.
Cocktails will be served following the meeting.
The Executive Committee has resolved to bring before the AGM the
following amendments to the Rules:
1) That Rule 24c as it relates to the duties of the Treasurer be amended
from “… render an Annual Statement of Income and Expenditure and Balance
Sheet as at 31st March of each year …” to read “… render an
Annual Statement of Income and Expenditure and Balance Sheet as at 31st
December of each year …”.
Explanation: An anomaly has been discovered by the Honorary Auditor
where Rule 32 provides for the financial year to end on the 31st
day of December, however under the Treasurer’s duties in Rule 24c
reference is incorrectly made to 31st March. This amendment
will correct the anomaly.
2) That Rule 30 as it relates to the quorum necessary to be present at a
General Meeting be amended from “At least twenty five (25) members who
are eligible …” to read “At least fifteen (15) members who are eligible
…”.
Explanation: The issue of quorum at General Meetings was discussed at a
recent Executive Committee meeting. It was felt that given the
membership of the NZCCHK, requiring 25 persons to be present at a
General Meeting is onerous. There has been occasion in recent years to
postpone the AGM (albeit to later the same day) as a quorum was not
available at the stated time, despite proxy facilities being available.
This amendment will provide for a more realistic quorum requirement
while still affording protection of the NZCCHK assets. Should this
resolution be passed, it will be effective from AGM 2010.

ANZAC Day is the most significant national day of commemoration for
Australians and New Zealanders. It marks the anniversary of the first
major military action fought by the Australian and New Zealand Army
Corps (ANZAC) during World War I.
The official ANZAC Day ceremony will be held at the Hong Kong Cenotaph
at dawn. The New Zealand Consul-General, Ms Adele Bryant and the

when I lost my way. The roads and sidewalks were full of people, all in
search of a quick lunch. When I am lost, I am absorbed with myself. So I
didn't notice at first what was going on around me. But when at last I
did, I was astonished: office workers in dark suits were snapping
pictures of me and my car with their camera phones; elderly ladies
looked upon us quizzically; retired men wore faces that betrayed dreams
about could-have-been; young ladies shed their aloofness and approached
us; kids went gaga. But above all, they all smiled broad, indefatigable
smiles. Which was when an idea shot through my head: 'What if I took a
car like this into China?
In 2007 Peter Schindler completed an incredible 21,000km journey from
the mouth to the source of the Yangtze River (and on to Lhasa) and then
from the source to the mouth of the Yellow River … in a Caterham (a
remake of the original 1950’s Lotus 7). Once completed, the car
featuring hundreds of autographs collected during its travels was
auctioned by China’s basketball superstar Yao Ming and proceeds donated
to charity – the China Youth Development Foundation.
This will be a not-to-be-missed presentation. Get your friends and
colleagues together and join us to hear Peter’s story, because Peter has
an amazing story to tell. It shows …

The past twelve months or so have been a busy time at the Mass Transit
Railway Corporation. Soon after the merger with the KCR, the Government
announced approvals for new rail links to the west and south of Hong
Kong Island, the connection of the New Territories and Hong Kong Island
via Kai Tak, the inclusion of Whampoa into the existing network, and
more recently the establishment of a high-speed rail link between
Kowloon West and Guangzhou.
These projects will result in significant construction works across Hong
Kong over the next ten years. Additionally there will be the development
and implementation of rolling stock, ancillary and feeder services which
will take Hong Kong even further to the forefront of mass transit
facilities globally. At the centre of these developments is New
Zealander Russell Black, NZCCHK member and Projects Director for the

Guest Speaker Profile: Dr Richard Grant, Executive Director, Asia New
Zealand Foundation
Dr Richard Grant is the Executive Director of the Asia New Zealand
Foundation, a non-political, non profit, public-private sector
foundation that aims to promote wider understanding in New Zealand of
the countries and peoples of Asia. Dr Grant had a distinguished
diplomatic career over 40 years working for the Ministry of Foreign
Affairs and Trade in the Pacific, Europe, Australia and Asia. He is a
former New Zealand Ambassador in Bonn and Paris and a former High
Commissioner in London and Singapore. He has also represented New
Zealand at the Organisation for Economic Co-operation and Development
and held other senior positions including Deputy Secretary for External
Economic and Trade Policy at the Foreign Ministry. Dr Grant received his
doctorate at the University of Clermont-Ferrand, France. In 1999 he was
a Visiting Scholar at the John F Kennedy School of Government, Harvard
University, and in 2004 was a Visiting Fellow at the Oxford Internet
Institute, Oxford University. He took up his new role at the Asia New
Zealand Foundation in January 2008.

will be the fourth in this year's Bledisloe Cup series.

New Zealand Contemporary Art Exhibition from Valencia Coming 13-30 March
The New Zealand Consulate has arranged for an exhibition by six New
Zealand contemporary artists, which exhibited in Valencia in conjunction
with last year's America's Cup challenge, to be shown in Hong Kong on
its way back to New Zealand.
The exhibition will show at a space on the second floor of One Capital
Place (immediately above Delaney's) in Wanchai between 11 am and 7 pm
from Thursday 13 March through to Saturday 29 March 2008. The six
artists whose works will be exhibited are Gretchen Albrecht, Bill
Culbert, Pip Culbert, Tony Lane, Fiona Pardington and James Ross. Three
of the artists are coming to Hong Kong for the opening of the exhibition
and will give a talk on their works, moderated by New Zealand Chinese
artist Yuk King Tan, now living in Hong Kong. This talk will take place
at the exhibition space at 2 pm on Saturday 15 March 2008. All who are
interested are encouraged to take this opportunity to meet and talk with
these artists. Please also advise any friends who might be interested in
seeing this outstanding exhibition.

Exhibition of Photographs Linking Dance and Rugby developed by New
Zealand Contemporary Dance Choreographer, Raewyn Hill - 25-30 March 2008
Raewyn Hill, a leading New Zealand contemporary dance choreographer, is
an artist in residence at the Hong Kong Academy of Performing Arts. She
has developed a dance work focusing on links between the athleticism and
beauty of dance and rugby, to be performed by her dance students at the
Hong Kong Academy of Performing Arts just prior to this year's Hong Kong
Sevens. The Consulate in collaboration with the Hong Kong Rugby Football
Union has been lending support to this project. While there will be no
public performance of the dance work, there will be an exhibition of ten
photographs taken of rugby movements (of members of the Hong Kong Rugby
Sevens teams in past tournaments) and of the matching movements
choreographed to capture those rugby movements. These will be on view in
the foyer at the Hong Kong Academy of Performing Arts in the week prior
to this year's Hong Kong Rugby Sevens. The photographs will be on
display from 25 March to 30 March 2008. Free entry.

Witi Ihimaera in Hong Kong for the Hong Kong Literary Festival : 7-12
March 2008
Witi Ihimaera, one of New Zealand's foremost Maori writers (including
The Whale Rider), will be coming to Hong Kong, with help from the New
Zealand Government, for this year's Hong Kong Literary Festival. Here
from 7-12 March, he will be speaking at the following events:
Friday 7 March 2008 at 5pm. Venue: Hong Kong University "Bow Your Head
Only to the Highest Mountain: Writing Maori Culture into Existence" - a
personal perspective on the continuing Maori writing tradition. Cost:
free (but on-line registration required).
Saturday 8 March 2008 at 5pm. Venue: DotCod. "Wine and Words Around the
World" - a dinner pairing wines with some of the world's best
raconteurs. The other writers, additional to Witi Ihimaera, are Kirsty
Murray, Dave Sobel and John Man. Cost: $800
Tuesday 11 March at 6.30pm. Venue: New Zealand Consul-General's

New Zealand Cultural Events in

Te Vaka, a New Zealand Pacific musical group, will present two
performances open to the public in Hong Kong on 12 and 13 March 2008. Te
Vaka is an 11-person group which incorporates contemporary elements into
Pacific music and dance. They are being brought to Hong Kong under New
Zealand's Cultural Diplomacy International Programme (CDIP) in
collaboration with Hong Kong's Leisure and Cultural Services Department.

performance by Te Vaka at their main Studio at Kowloon Tong, preceded by

Music magazine and the RTHK website

are quite limited. This concert replaces the concert which was to have

NZCCHK presents a sandwich luncheon discussion with Dr Brian
McCulloch, a Director in the Economic Performance Group of the Treasury.
His responsibilities span a range of issues in the Group and more
broadly in Treasury. Over the past year, he has been involved on various
international issues, including New Zealand representative on the APEC
Economic Committee and Deputy Minister in the APEC Finance Ministers'
Process. Dr McCulloch is also au fait with the East Asia Summit (EAS)
initiative on Regional Financial Cooperation and Integration (RFCI).
Domestically, he is involved in various policy issues relating to
financial markets, savings and investment, KiwiSaver and the New Zealand
Superannuation Fund.

AUSTRALIA & NEW ZEALAND GOLF DAY @ FANLING

The "Australia and New Zealand Golf Day" will take place on the
afternoon of Friday 2 November 2007 at The Hong Kong Golf Club in
Fanling (Eden Course).
Exact details are yet to be confirmed, but it is expected that tee-off
time will be from 12.08pm, preceded by registration and brunch at
10.00am. Following the tournament there will be informal drinks and a
prize-giving at the Verandah at 5.00 pm.
The golf tournament is being arranged by Dr Ronald Lu (an Australian and
former Hong Kong Golf Club Captain) in liaison with the New Zealand
Consul-General, Mr Julian Ludbrook, and the Australian Consul-General,
Mr Murray Cobban. The aim of the event is to promote networking and
fellowship through a friendly game of golf for Australians and New
Zealanders in Hong Kong. The last tournament was held in March 2006 with
20 players participating.
The purpose of this message is to invite expressions of interest from
those in the New Zealand community who would like to play in this golf

NEW ZEALAND TAX SEMINAR

CHINA LABOUR CONTRACT LAW

The long awaited new China Labour Contract Law, after several drafts and
numerous debates, was officially passed and signed on June 29, 2007. It
will go into effect on January 1, 2008. It tightens and formulates
labour contractual rights and liabilities, administrative requirements,
impact of union set-up and staff outsourcing agency. It also brings
special attention on workforce reduction, layoff and change-of-control
situations. What are the impacts, application, and implementation? How
corporations in China embrace the change, and design positive human
resources solution?

Jill MALILA, Principal and Director of Client Management for Mercer

Based in Shanghai, Jill is responsible for consulting with North
American and European multinationals throughout Mercer’s six offices in
mainland China. She has over 20 years of experience in human resources

Development team in Philadelphia and spent much of her earlier career as
an employee benefit consultant. Prior to joining Mercer, Jill was a Vice

Trade facilitation means making markets more efficient. It means
reducing costs to business operating in and especially between markets.
And it means regulators and government officials working toward these
shared goals. Asia-Pacific Economic Cooperation (APEC), established in
1989, is the premier forum in the Asia-Pacific region for facilitating

parking is at Festival Walk. The easiest means of transport is either by

BUSINESS FOR CLEAN AIR : A CONFERENCE OF PROJECT CLEAN AIR AND ACTION

The “Business for Clean Air” Conference is organised under the joint
banner of the Project CLEAN AIR, a business sector-wide effort initiated
by the Hong Kong General Chamber of Commerce and the Hong Kong Business
Coalition on the Environment, and Action Blue Sky, a public campaign
launched by the HKSAR Government. The Chief Executive Mr Donald Tsang
will address the Conference, during which he will sign the Clean Air
Charter on behalf of the HKSAR Government. Mr David Eldon, Chairman of
the Hong Kong General Chamber of Commerce will deliver a keynote
address, and Prof Lam Kin-che, Chairman of the Advisory Council on the
Environment will share his broad experience and knowledge of air quality

The 11th Macao International Trade and Investment Fair (MIF) will be
held from 23 to 26 September at the Macao Tower Convention and
Entertainment Centre. The MIF , to be held concurrently with the 2nd
Ministerial Meeting of the Forum for Economic and Trade Co-operation
between China and Portuguese-speaking Countries (Macao), will promote
economic and trade co-operation between China and Portuguese speaking

entertainment facility ASIAWORLD-EXPO, adjacent to Hong Kong
International Airport on Thursday 16 March 2006. Recently named as the
venue for future Asia Aerospace and site for the ITU Telecom World 2006
exhibitions, this new facility provides over 70,000 sq. metres of
exhibition space as well as the Arena concert venue seating 13,500
